Read Guide →What Is the University of Padua Regional Scholarship?
The Regional Scholarship is part of the Italian right-to-university-education system and is funded through regional, state and other public resources.
The 2026/27 University of Padua call is intended for students who meet both the required financial conditions and, where applicable, the required academic merit conditions.
The scholarship is designed to help students with living and study-related expenses. Depending on the student’s status, part of the benefit may be provided through accommodation and meal services rather than entirely as cash.
Who Can Apply?
The 2026/27 call allows applications from students enrolled or enrolling at the University of Padua in:
- Bachelor’s degree programmes
- Master’s degree programmes
- Single-cycle Master’s degree programmes
- PhD programmes, provided the applicant is not already receiving another scholarship of the relevant type
Students can receive the benefit for different periods depending on their degree programme.
Applicants who already hold a qualification at the same or a higher level than the programme in which they are enrolling are excluded. Students who previously received a scholarship for a programme at the same level and have not repaid the benefit may also be excluded.
Can International Students Apply?
Yes. The 2026/27 call specifically includes international students, including non-EU students admitted with a non-EU qualification.
However, international eligibility does not mean that every applicant automatically receives the scholarship. Students must meet the financial, academic, enrolment and procedural conditions in the current call.
For international students whose household is outside Italy, the University requires an ISEE Parificato rather than the standard Italian ISEE in the circumstances specified by the call.
This applies, for example, to:
- International students living outside Italy with a household outside Italy
- International students living in Italy who have employment income below €9,000 and whose household is outside Italy
- Italian students living outside Italy
The ISEE Parificato must be requested through the CAF affiliated with the University of Padua.
Financial Eligibility
Applicants must satisfy the financial limits established for the 2026/27 scholarship.
The current limits are:
- ISEE: no more than €26,306.25
- ISPE: no more than €43,125.94
For international applicants, the relevant equivalent financial assessment is made through the required ISEE Parificato procedure where applicable.
Meeting the financial threshold alone does not always guarantee that a student will receive the scholarship. Academic merit requirements also apply according to the student’s year and type of study.
How Much Is the Scholarship?
The amount depends on the student’s financial situation and status.
For full-time students, the 2026/27 call lists the following amounts:
| Student status | ISEE up to €13,153.11 | ISEE €13,153.12–€17,537.50 | Minimum amount at higher ISEE |
|---|---|---|---|
| Non-resident | €8,246.00 | €7,171.11 | €3,585.50 |
| Commuter | €4,819.00 | €4,190.71 | €2,095.30 |
| Resident | €3,323.00 | €2,890.16 | €1,445.00 |
The amount is therefore not the same for every student.
Students with an ISEE of €13,153.11 or less receive the higher amount shown in the table. For higher ISEE values, the scholarship amount is progressively reduced, subject to the minimum shown in the call.
STEM Increase
The call also provides a 20% increase for female students enrolled in eligible STEM degree programmes.
This increase is subject to the conditions in the call and cannot be combined with the separate 15% increase linked to an ISEE of €13,153.11 or less.
Is Accommodation Included?
Accommodation can form part of the scholarship benefit for students classified as non-resident who use eligible ESU residential facilities.
The scholarship can be paid partly in cash and partly through services such as accommodation and meals.
For non-resident students using ESU accommodation, the call lists deductions of:
- €1,600 for accommodation
- €760 for catering, corresponding to one meal per day
For commuter students, the catering service has a listed annual deduction of €540, while the resident-student catering deduction is €250.
Therefore, applicants should not interpret the maximum scholarship figure as the amount that will necessarily be transferred to their bank account.
What Does “Non-Resident” Mean?
For scholarship purposes, the University uses specific geographical and accommodation rules.
Generally:
- Resident: within 40 km and/or 40 minutes of the study location
- Commuter: between 40 and 80 km and/or between 40 and 80 minutes
- Non-resident: more than 80 km and/or more than 80 minutes away, with qualifying paid accommodation near the study location for the required period
For non-resident status, the student normally needs paid accommodation for at least 10 months during the academic year.
International students should pay particular attention to this classification because the scholarship amount can differ significantly according to status.
Academic Merit Requirements
The academic requirements depend on whether the student is in the first year or a later year.
First-year students
For students entering the first year of a bachelor’s, master’s or single-cycle programme, the scholarship is initially awarded based on the financial requirements. Academic progress is checked later.
For the second instalment, first-year students generally need to obtain at least 20 ECTS credits by 10 August 2027. Students who do not meet the required progress by the relevant later deadline can lose part or all of the benefit according to the rules of the call.
PhD students have different rules because their eligibility is linked to admission and the requirements of their doctoral programme.
Students in later years
Students already enrolled in later years must meet specific ECTS requirements.
For example, the full-time requirements include:
- Bachelor’s degree: 25 ECTS for the second year and 80 ECTS for the third year
- Master’s degree: 30 ECTS for the second year
- Single-cycle programmes: requirements increase according to the year of enrolment
The complete requirements differ by programme and study mode, so students should check the official call rather than relying only on the examples above.
How to Apply
The application is completed online through Uniweb.
For the 2026/27 regional scholarship, applicants must complete the required steps by 30 September 2026.
Step 1: Complete the Application for Benefits
Log in to Uniweb and complete the Application for Benefits under the relevant Right to Study section.
The application must be definitively confirmed. Saving an incomplete application is not enough.
The University states that the application saved in the personal Uniweb area is the evidence of submission, so applicants should check that the confirmed application remains visible.
Step 2: Obtain the Required ISEE
Applicants must request the appropriate financial certification.
International students who fall under the University’s ISEE Parificato rules must request this certification through the CAF affiliated with the University of Padua.
The date on which the DSU is signed is important for the deadline.
Step 3: Complete Enrolment
Students must complete enrolment for the 2026/27 academic year and pay the required first tuition instalment by the applicable deadline.
For first-year students, the enrolment deadline can depend on the relevant admission notice.
The University warns that failure to complete any of the required steps can result in exclusion from the scholarship competition.
Deadline
The main deadline for the 2026/27 Regional Scholarship application is:
30 September 2026
By this date, applicants must complete the required application, financial certification procedure and enrolment/payment requirements specified in the call.
The ranking schedule is:
- 15 October 2026: provisional ranking
- 25 November 2026: final ranking
- By March 2027: additional rankings and related updates
Because the deadline is close, applicants should not wait until the final day to begin the ISEE Parificato procedure.
When Is the Scholarship Paid?
First-year students receive the scholarship in two instalments.
The first instalment is scheduled by December 2026.
The second instalment depends on achieving the required academic credits. The University states that the relevant 20 ECTS requirement must be achieved by 10 August 2027 for the standard first-year full-time requirement.
Students in years after the first and eligible PhD students receive the scholarship in a single instalment by December 2026, subject to the applicable requirements.
Is There an IELTS or TOEFL Requirement?
The Regional Scholarship call does not establish a general IELTS or TOEFL requirement as a condition for receiving this financial benefit.
However, language requirements can apply to the degree programme admission process.
Therefore, applicants should check the language requirements of their chosen University of Padua programme separately. The scholarship itself should not be confused with admission to a degree programme.
What Documents Are Required?
The exact documents depend on the applicant’s situation.
For international applicants, one important requirement is the appropriate financial documentation, including ISEE Parificato where required.
Applicants should also follow the documents and evidence requested by the University for their individual enrolment and financial situation.
The Regional Scholarship call should be treated as the final authority for scholarship-specific documentation. Do not assume that documents such as a motivation letter, recommendation letter or research proposal are required for this scholarship unless the relevant official instructions request them.
Important Point for International Applicants
The Regional Scholarship is different from the Padua International Excellence Scholarship.
The Regional Scholarship is primarily based on financial conditions and academic requirements.
The Padua International Excellence Scholarship, by contrast, is a separate merit-based scholarship for eligible international students applying to English-taught degree programmes.
Therefore, an applicant should not assume that applying for one automatically means applying for the other.
Common Mistakes to Avoid
Before the deadline, applicants should check these points:
- Confirm that the Application for Benefits in Uniweb has been definitively submitted.
- Make sure the required ISEE or ISEE Parificato procedure has been completed correctly.
- Check that the financial certification is valid and contains no unresolved omissions or discrepancies.
- Complete the required enrolment and tuition payment steps.
- If applying as a non-resident student, carefully follow the accommodation verification procedure.
- Keep copies of confirmation emails and application records.
- Check the official ranking after publication.
- Do not assume that the maximum scholarship amount is the amount paid entirely in cash.
